[UI] : Add tooltips to footer social media icons

Added tooltips to all social media/platform icons in the footer using CustomTooltip from @sistent/sistent

This PR fixes #7746

Notes for Reviewers

• Only one file changed: src/components/SocialLinks-Color/index.js
• react-tooltip is already a dependency in the project — no new packages added
• No existing styles or functionality were modified

Also, I noticed that src/components/BlogViewToolTip/index.js and few other files use react-tooltip .
So, maybe we will have to fix that so that the codebase remains consistent?
